Engineering relevance
Federal policy is not a universal technical standard or a certification for private systems. It is still useful evidence that AI adoption and governance can be treated together rather than as separate phases. Product teams should map applicable requirements to their actual jurisdiction and context, and obtain qualified legal or policy review where obligations are uncertain.
Memorandum scope
M-25-21 is directed to the heads of executive departments and agencies, including independent regulatory agencies. It calls for a forward-leaning approach to federal AI use while requiring safeguards for civil rights, civil liberties, and privacy. The memorandum states that it rescinds and replaces the earlier M-24-10 policy.
Implementation structure
The memorandum's appendix sets requirements and implementation instructions for agency AI strategy, governance, risk management, and transparency. Those requirements apply in the federal context described by the document. They should not be presented as a statement that a non-federal product conforms to the policy without a separate, applicable assessment.
